Local Governance Reform

The Government of New Brunswick is undertaking a reform of local governance that will result in 77 local governments and 12 rural districts. In Fredericton, the reform will create a shift in the city’s boundaries and result in approximately 4,500 people becoming residents of Fredericton. Information is available on the Province’s Local Governance Reform (LGR) website.

The Province’s reform process is still unfolding and details regarding specific impacts are still forthcoming. We’ve included the information we do have in the FAQs below which we will update regularly as we learn more about specific impacts.

How do I know if my property is inside or outside the City of Fredericton? 

Why are these changes happening? 

The Government of New Brunswick is implementing a local governance reform process to provide more New Brunswickers with a say in local government decisions. The City did not initiate the reform and we are currently adapting our policies and operations in response. But we’re very pleased that the resulting boundary changes have allowed us to welcome approximately 4,500 new residents in 2023.

Will my tax rate change?

Will I be connected to City water and sewer, and if so, how much will this cost me?

At this time, there are no plans to extend water and sewer services to neighbourhoods that have been added to the City in 2023. Extending water and sewer services would be an expensive, years- long process that would not necessarily be needed everywhere. New residents will only be taxed for services they receive.    

Extension of services will be done in alignment with the City’s Growth Strategy.

Who will plow and maintain my roads?

Will Fredericton Transit service be extended to my neighbourhood?  

At this time, the City has no plans to extend conventional transit services to those areas that have been added to the City in 2023. However, we are always looking for new solutions to make it easier for people living outside the city core to access transit. And Para Transit service will be available to all qualifying residents, including the 4500 who have been welcomed in 2023.  New residents will only be taxed for services they receive. 

Any expansion of transit service will be done in accordance with the City’s Growth Strategy and Transit Strategic Plan.

Who will provide Police service to my neighbourhood?

Will I continue to receive household garbage and recycling pick-up?

What will happen if a street name in one of the areas being added to the City is the same as an existing street in Fredericton? Will my street name be changed?

The Province has determined that for now mailing addresses won’t change as a result of the Local Governance Reform process. So where an existing street in one of the areas added to the City in 2023 has the same name as an existing street located within Fredericton prior to January 1, 2023, the address and street name will not change in either location. For example, James Street in Douglas will still be James Street, Douglas, NB.
