Fredericton City Council and its administration recognize that the non-profit sector organizations make a significant contribution to the well-being and quality of life for those most vulnerable in our community.
To carry out these responsibilities, organizations require community support. This was recognized in 2006 when the Transit Fare Assistance Pilot was launched.
This program helped organizations meet their clients’ transportation needs.
In order to qualify, non-profit groups providing services in the following general categories are considered eligible:
- Community and Social Services
- Preventative Health (mental and physical)
- Education/Community Awareness (not related to the formal education system).
Specific Eligibility Criteria
1. The organization must be incorporated as a non-profit organization. Requests from individuals will not be considered.
2. The organization must be based in Fredericton and deliver its services to the residents of Fredericton.
3. The organization must have a clearly stated purpose and function and have an active Board of Directors.
4. The organization must extend its services to the public in Fredericton and should not exclude anyone by reason of race, religion, language, place of origin, ethnic background, gender identity or expression, sexual orientation, or ability. This would not preclude those organizations whose services are restricted to a sector of the community for reasons of ameliorating the conditions of disadvantaged individuals or groups in accordance with Section 15(1)(2) of the Charter of Rights.
5. Organizations operating under the auspices of a religious body must have a distinct line of separation within its programs and budgets between strictly religious activities and community service programs.
6. The organizations must substantiate the value and need for the service or activity for which tickets are requested and how the organization plans their use. The organizations must demonstrate sound management and accountability for all requested tickets through the Ticket Usage Records.
7. Requests for transit fare assistance to replace support provided by other levels of government are not eligible under this program.
Evaluation
1. Organizations will be expected to submit records of their ticket usage through an online form. The form can be accessed at any time from the TFAP’s webpage by going to www.fredericton.ca and searching for “transit fare assistance”.
Accountability
1. Any organization receiving tickets from the City will be required to return surplus tickets to the City for re-allocation or the remaining balance as indicated by the submitted usage records may be deducted from the following year’s allocation for that organization.
2. Fredericton City Council’s approval of this program for the current year is not to be construed as a commitment by the City to continue such assistance in future years.
3. In providing such assistance the City may impose such conditions as it sees fit
