Following a successful pilot project and positive community feedback, the City of Fredericton’s Livable Community committee, comprised of members of City Council has directed staff to prepare by-law amendments that will make off-leash dog trails a permanent seasonal feature at Killarney Lake Park.
Killarney Lake Park is a popular shared use space within the city that offers a large variety of free recreation and leisure opportunities. The implementation of off-leash dog trails comes directly from feedback expressed by residents that as the city continues to grow, it’s important to provide space for dogs to play, explore, and socialize in a safe, natural environment.
Each year from May to November, just over six kilometers of off-leash trails will be available. Based on user feedback, the off-leash area has been extended to begin closer to the parking lot and will feature improved and clear signage. Dogs must remain leashed throughout the park except when in designated off-leash areas. Off-leash trails will not be available during winter months to allow for seasonal use.

Survey results and next steps were presented at the city’s Livable Community meeting on Thursday, December 18th. The survey ran from October 7 to 24 on the city’s public engagement platform to gather feedback from residents.
- 80 per cent would like to see the trails continue or continue with improvements;
- 70 per cent felt safe using the off-leash trails;
- 68 per cent were satisfied with the off-leash area;
- 68 per cent always brought their dog when walking in the off-leash area;
- 63 per cent did not experience issues when using the off-leash trails.
By-law amendments are expected to be formally adopted during a regular meeting of City Council in the new year. Additionally, the Parks and Trees division will be considering suggestions related to garbage collection along trails.
Providing select off-leash spaces is part of a series of upgrades planned for Killarney Lake Park under the city’s Recreation & Leisure Master Plan. Details about additional improvements to support year-round recreation in Killarney Lake Park are available on the city’s website.
