The City of Fredericton – Privacy Statement
The City of Fredericton (the “City”) is committed to protecting the privacy of individuals and to complying with the Right to Information and Protection of Privacy Act, SNB 2009, c R-10.6 (“RTIPPA”), as amended, and, as applicable, the Personal Health Information Privacy and Access Act, SNB 2009, c P-7.05 (“PHIPAA”), as amended. This Privacy Statement (the “Statement”) explains how the City collects, uses, discloses, and protects personal information (“PI”), including personal health information (“PHI”).
This Statement applies to your use of this website, your use of any City services (both in person and online), and applications for employment with the City.
Collection, Use and Disclosure of Information
Collection of Information
The City collects PI under the authority of and in accordance with s. 37 of RTIPPA. At the point of collection of any PI, you will be notified of the purpose for the City’s collection of the information, how it will be used, and who to contact should you have any questions about the City’s privacy and information practices.
The City collects PI when you engage with the City relating to any City services, including as follows:

Applications for permits, licenses, and City services;

Service portals (including mobile applications);

Employment and accommodation processes; and
-
Participation in City services.
Consent
Where appropriate, such as where provision of a City service requires the collection or use of PHI and where PHIPAA may be applicable, the City will obtain consent for the collection, use, or disclosure of such PI.
Automatic Collection of Information – Cookies
This website uses cookies to enhance your experience and help the City understand how visitors interact with our website. A cookie is a small text file stored on your device by your web browser. The information collected by cookies may include your IP address, browser type, pages visited, and time spent on our site. This data is used in an aggregated and anonymous form and is not used to identify individuals. You can control or disable cookies through your web browser settings, but disabling cookies may affect how this website functions and some features may not work properly.
The collection of this information helps the City maintain the website and provide you with relevant information in a timely and efficient manner, and is collected is in accordance with s. 37 of RTIPPA.
Use of Information
The City uses PI only for the purposes for which it was collected, or a use consistent with such purpose, or as otherwise permitted by law, including to:

Deliver and evaluate City programs; and

Manage City operations.
Disclosure of Information
The City discloses PI for the purpose for which the information was collected or for a use consistent with that purpose, or where the individual has consented to the disclosure of their PI. In addition, circumstances where the City may disclose PI include the following:

To contractors or service providers to allow the City to provide City services;

To other public bodies or law enforcement where authorized or required by law; and

As required to respond to legal proceedings or emergencies.
The City may also share PI with other City departments for coordination of services, in accordance with RTIPPA.
Video Streaming – Council Meetings
Regular City Council and Standing Committee meetings that are open to the public and take place in City Council Chambers at 397 Queen Street, are webcast using live streaming video technology and recorded for video-on-demand access for subsequent viewing.
By speaking at these meetings you are consenting to disclosure of any PI made evident through your speech or presentation materials. PI may include your image, name, home address, email, telephone number, and personal opinions.
Individuals presenting to City Council are requested to respect the personal privacy of third party individuals by not disclosing the PI of third parties without their consent.
Retention and Disposal
The City retains PI in accordance with legal and regulatory requirements and approved records retention schedules. When no longer required, PI is securely disposed of.
Safeguards
The City implements administrative, physical, and technical safeguards to protect PI, including secure servers, encryption, access controls, and staff training.
Right to Information and Access
RTIPPA provides individuals with the right to access information under the custody and control of a local government body, including one's own PI. To make an access or correction request, visit the City’s Right to Information page for more information, and to access application / request forms.
