On-Street Permit Parking

You can apply for and purchase your annual permit several different ways:

1. Online through HotSpot Parking Inc. at www.htsp.ca.
2. Through your smartphone or tablet using the HotSpot Parking Inc. app.
   • Applicants using a personal HotSpot account will have access to their application and permit information directly and will also be able to receive an automated email reminder when the permit is about to expire.
3.  Directly at the City Hall Service Centre.
   • Applicants going through City Hall to purchase their permit will not have access to view the permit information directly and will not receive an automated email reminder when the permit is about to expire.

You must meet the following criteria to be eligible for an annual resident permit:

• Are a resident of Zone A, B, or C
• Have a valid single vehicle license plate for one of the following vehicle types: 
  • Private passenger vehicles other than recreational vehicles
  • Motorcycles
  • Trucks with less than one ton capacity

When applying for an Annual Resident Parking Permit, you must bring one government issued photo ID, one City accepted document (utility bill, bank statement, government letter, etc.), and the registration for the vehicle which the permit will be issued for, all matching the applicant residential address to show proof of residency within the permit zone.

Annual resident permit holders are not able to edit the license plate that a permit has been issued for. The permit can be registered to and used by one (1) license plate only. The license plate for the permit can only be changed by contacting either the City Hall Service Centre or HotSpot Parking and providing a new proof of vehicle registration.

 Annual resident permits are valid for one year from the date of issue, and the number of permits available may be limited based on the amount of parking available within a permit zone.

Daily Parking Permits are available for many potential users of all-day on-street parking in zones A, B, C in the downtown area, and in zone Q just outside of the downtown, as indicated by posted signage in each of those zones, for only $5 per day, including:

• Residents who need added parking flexibility on a given day, but do not have/ need an Annual Resident Parking Permit
• Visitors of downtown residents
• Contractors working in the area
• Commuters working in the downtown
• Students needing a single day of parking
• Other visitors to the downtown looking for a flexible daily parking option

Daily Parking Permits are available for purchase through Hotspot Parking Inc’s online website at www.htsp.ca, or by downloading and using the HotSpot Parking app. You can purchase a Daily Parking Permit valid for a specific permit zone for a single license plate, and the license plate number can be changed at any time during the one-day activation via your personal HotSpot account.

Daily Parking Permits are valid from 8:00AM to 5:00PM on the day for which they are purchased and may be purchased beginning at 12:00AM of the day for which they are sought to be used. No advanced purchases are available, and availability is based on a first come, first served basis with limited daily supply based on the amount of parking available within a permit zone.

 Commercial contractors working within a parking permit zone are eligible to pre-buy Daily Parking Permits (up to four permits at a time) valid for periods longer than 1 day. Contractors must do so in person at the City Hall Service Center at least one business day before the parking is required.

In (Zones A, B and C (George Street and Charlotte Street, from Smythe to University, and the side streets between), on-street parking is not allowed, except with a valid virtual annual resident or daily permit, during the hours of 1:30pm to 3:00pm Monday to Friday, as indicated by signage.

• Parking is allowed in Zones A, B, and C at no charge outside of that restricted time.
• The overnight parking restriction is still in effect.
• 2hr free maximum parking will remain adjacent to where the Lincoln Trail crosses George Street and Charlotte Street, where indicated by signage, to continue to provide recreational trail access.

In Zone Q (Beaverbrook Street, between McLeod and University Avenues, and Church Street along the east of Queen’s Sq. Park, between McLeod Avenue and Aberdeen Street, on-street parking is not allowed, except with a valid daily permit, during the hours of 10:00am to 11:00am and 1:30pm to 2:30pm, Monday to Friday, as indicated by signage.

• Parking is allowed in Zone Q at no charge only outside of the restricted times.
• The overnight parking restriction is still in effect.

The timed parking restrictions and permit zones are clearly posted on each block via signage.

Annual Resident Parking Permits and Daily Parking Permits are not available outside of the on-street permit parking zones.

Most downtown streets outside of the on-street permit parking zones (between Charlotte St. and Dundonald St.) offer sections of 2-hour maximum free parking. In those areas, where indicated by signage, vehicles can park on-street between 8:00am and 5:00pm, Mon-Fri, free of charge for a maximum of 2 hours. The vehicle must be moved after 2 hours, and this is monitored by by-law enforcement officers.

This program is one of many sustainable parking initiatives implemented as part of the City's Parking Master Plan. Feedback and lessons from this program will be incorporated into future parking plans and projects.
