As of May 1, 2025, all residential buildings with five or more units must provide space for recycling containers and are required to register with Circular Materials Atlantic for residential recycling collection services to comply with By-Law W-4. The cost of collection and the cost of bins will be covered through the Extended Producer Responsibility (EPR) program administered by Circular Materials Atlantic on behalf of Recycle NB.
The City is offering a limited time rebate program to help building owners prepare a space for residential recycling collection. Applications will be reviewed by City staff and pre-approved on a first-come, first-serve basis up to October 31st, 2024, or until the program funding is exhausted.
The program offers a rebate of up to $1,000 to residential building owners, property managers, or condo boards. Building owners or property managers can apply for a rebate for a maximum of two residential buildings in their portfolio with a maximum of $1,000 per property.
Existing residential buildings with five or more residential units
Properties located inside Fredericton’s city limits
Applicants must be the registered building owner, property manager, or a representative of the condominium board for the property and must show proof of this before the grant is dispensed
Ineligible grantees and properties include:
Buildings under 5 units, which are already eligible for curbside collection
Properties outside Fredericton’s city limits
Individual homeowners or tenants
Owners of industrial, commercial, or institutional buildings that do not also service five or more residential units
Buildings in the construction or planning phase

Eligible projects include:
Painting
Lighting
Construction expenses related to the creation and set up of new space for recycling
Costs of repurposing an existing space for the recycling area
Ineligible projects:
Purchase of bin or dumpsters (covered by EPR program)
Collection contracts (covered by EPR program)
Staff wages
Under the EPR program, the Producer Responsibility Organization (Circular Material Atlantic) or their collection provider will be providing bins for all buildings as well as collection. There is no cost to building owners for collection or bins through this program.

Work must be undertaken on or after April 1st, 2024 . Rebates will not be available for work undertaken before this date.
Work must be completed and proof of work submitted by November 30th, 2024.
A maximum rebate of $1,000 per building and up to two rebates (one per building) for each building owner.
During the application process, eligible applicants can indicate the amount they wish to be reserved in their name. Upon completion of the work, applicants will be required to provide proof of purchase or paid invoices for the work or materials used to create the recycling area as well as photos of the completed area.
Once proof of payment and photos are provided, applicants will be refunded the exact amount up to a maximum of $1,000.00. (i.e., If you have reserved $1,000 but only spend $500 to create the recycling area, you will receive $500. If you have reserved $1,000 but spend $1,200, you will receive $1,000.)
Receipts, invoices marked “paid”, or proof of e-transfer are all acceptable.
No, you do not need to submit a quote during the pre-approval process, but please indicate on the form the scope of work and anticipated costs. If approved, funding in this amount will be reserved in your name.
