Fredericton is growing, and our housing supply needs to grow with it. Meeting the City’s housing needs will take smart, thoughtful solutions. With the right partnerships and a shared commitment to progress, we can make it easier for everyone to find a place to call home. In 2022, the City of Fredericton adopted the Affordable Housing Strategy. Through this, The City is introducing a variety of housing solutions designed to meet the needs of all residents—now and into the future. 

Our approach focuses on: 

  • A mix of housing types, including single-family homes, duplexes, garden suites, and multi-unit buildings. 
  • Gentle density by adding homes in existing neighbourhoods and creating a more liveable, affordable city.  
  • Allowing for growth in areas with planned infrastructure like parks, transit, and schools. 

Affordable Housing Committee 
The City of Fredericton's Affordable Housing Committee is made up of Council and community members dedicated to improving access to affordable housing in our city.  

Housing Accelerator Fund 
In December 2023, the City of Fredericton entered into an agreement with Canada Mortgage and Housing Corporation for funding under the Housing Accelerator Fund (HAF). The $10.27 million funds eight local initiatives that will increase the supply of housing through: 

  • Construction of rental housing 
  • Use of modular and manufactured housing construction 
  • Creation of opportunities for affordable home ownership 
  • Programs to support the non-profit and co-operative housing sector; and 
  • Facilitation of development on City owned land. 

Several grants are available as part of the HAF agreement with the City of Fredericton. More information can be found on the Financial Incentives page.

Other Initiatives 
The City of Fredericton is engaged in other key affordable housing initiatives, including: 

  • Staffing an Affordable Housing Development Coordinator to support and implement the Affordable Housing Strategy and strengthen relationships with housing providers 
  • Providing a grant to cover the costs of planning fees and permits for non-profit affordable housing developers 
  • Reviewing and amending zoning by-law regulations to remove barriers to development 
  • Helping community housing providers identify potential sources of funding and navigate the regulatory and practical challenges of housing development 
  • Identifying underused city-owned properties and making them available for development 

Since the adoption of the Fredericton Affordable Housing Strategy in 2022, the City of Fredericton has taken on several initiatives to address the housing crisis, along with other levels of government. 

In May 2025, the City of Fredericton released the executive summary of the 2025 Housing Needs Assessment, which confirms demand is outpacing supply, affordability is slipping, and without action, the gap will keep growing. 

What the Housing Needs Assessment is Telling Us:

  • The need for more housing is severe: Fredericton needs 3,010 more homes today—and nearly 20,000 more by 2044. 
  • Affordability is vanishing: In 2024, a household earning $60K could afford only 3% of homes on the market. Almost a third of renters are paying more than they can afford. 
  • An economic issue: The housing shortage is affecting workers, employers, and vulnerable residents. 

The Challenge                                                                                                                Fredericton’s rental vacancy rate is less than 1%. In mid-2025, the city was short 3,010 housing units, and that number is rising. To meet future demand, we need to build an average of 1,340 new units per year.  

Who’s Involved? 
The City of Fredericton Department of Planning is overseeing this work, with guidance from the Affordable Housing Committee. A consulting team is carrying out consultations, data analysis, and reporting. They are also working with organizations and stakeholders in the housing and social services sector, building off of the expertise of these sector professionals to identify tangible opportunities and solutions.
